Find out how the Indiana NRC functions and how decisions made by the NRC effect you as a hunter and angler. Our goal is to impower you with the knowledge about how these processes work so that you can help to make positive changes for conservation in Indiana.
NATURAL RESOURCES COMMISSION MISSION STATEMENT
The mission of the Natural Resources Commission is to provide leadership in the responsible management and use of the natural and cultural resources of Indiana, consistent with directives made by the Governor and the Indiana General Assembly.
The Commission is committed to the following:
• Facilitating receipt of professional opinions and comments from the public at large for incorporation into decision making responsibilities.
• Overseeing a dispute resolution process fully capable of rendering full and fair determinations of disputes when necessary, but which also encourages parties to reach resolution through mediation when appropriate.
• In coordination with the Director, developing policy for the management of the activities and facilities of the Department of Natural Resources; and
• Directing the development of rules and nonruled policy documents that clearly and faithfully implement statutory pronouncements.

NRC Representatives Information:
Dr. Aaron W.K. Bonar - Administrative Law Judge and Deputy Director, Natural Resources Commission, Division of Hearings
Administrative Law Judge Aaron Bonar is a graduate of Wabash College and the Indiana University Maurer School of Law. Prior to joining the Natural Resources Commission as an Administrative Law Judge, Aaron served as a Deputy Prosecutor in the Marion County Prosecutor’s Office and as an Administrative Law Judge with the Indiana Office of Administrative Law Proceedings presiding over Department of Child Services cases. Aaron enjoys hiking in Indiana’s great state parks and camping with friends annually at Shades State Park.
Elizabeth Gamboa - Director and Chief Administrative Law Judge, Natural Resources Commissions, Division of Hearings
Elizabeth (Libby) Gamboa graduated from Indiana University, Bloomington and from IU School of Law, Indianapolis. She served as a judicial clerk for the Indiana Court of Appeals before moving to private practice. She began public service with the State of Indiana in 2008, serving as a staff attorney for the Department of Child Services. In 2016, she became a staff attorney for the Department of Natural Services. She joined the staff of the Office of Administrative Law Proceedings in 2020 as an Administrative Law Judge. Libby became the Director of the NRC Hearings Division and Chief Administrative Law Judge in 2022. Libby is passionate about providing transparency and opportunity for public involvement in the regulatory process.
